A system is the structure that governs how those components interact: how decisions move across them, how consistency is maintained between them, and how outcomes are shaped by more than individual actions.
OMOS establishes that governing structure.

Accountability is not assumed — it is defined within the structure. Outcomes can be traced back to the conditions that produced them, not after the fact, but as a property of how the system operates.
